Governor Brown appoints Gigi Smith as Caltrans CIO

Gigi Smith, 48, of Roseville, has been appointed chief information officer at the California Department of Transportation (Caltrans), Governor Jerry Brown announced today.

Smith has been the CIO of the California Department of Alcohol and Drug Programs since 2008 and served as the training and marketing director at the California Department of Technology Services from 2007 to 2008.

Smith has served in California state government since 1990. Starting as a systems analyst at the California Department of Corrections, she then worked in several different positions in the California Department of Justice from 1994 to 2000, including staff programmer analyst and staff information systems analyst. She then worked as the project manager at the California State Water Resources Control Board from 2000 to 2001. In 2001, Smith moved to the California Department of Rehabilitation, holding different positions until 2007, including CIO, chief technology officer and technology manager.

Prior to state government, Smith earned a doctorate degree in management from Colorado Technical University and a Master of Business Administration degree from National University. She worked at Waltrip and Associates from 1989 to 1990.

Doug Kempster has served as acting chief information officer of Caltrans since veteran IT executive Ann Barsotti retired from state service in February of 2012.
